Why is the exchange important?
Exchanging a foreign driving license for a Polish document isn’t just about complying with the law. Having a Polish driving license significantly simplifies daily life. It eliminates the need to carry a sworn translation of the document (if required), is universally recognized by all Polish institutions and services, and can streamline many formalities – from car rentals to insurance matters. It also confirms full adaptation and fulfillment of all formal requirements related to legal stay in Poland.
Obligation to exchange a driving license – according to Polish law
The recognition and exchange of foreign driving licenses in Poland are regulated by the provisions of the Driving Act and international conventions. The circumstances under which an exchange becomes necessary depend on the country where the document was issued:
Driving license issued in EU member states, the Swiss Confederation, EFTA member states (parties to the Agreement on the European Economic Area): Holders of such a document can freely use it within Poland for its entire validity period. Exchanging it for a Polish driving license is not obligatory unless the document expires, is lost, destroyed, personal data changes, or there’s a need to obtain additional driving entitlements.
Driving license issued in a country that is a party to the Convention on Road Traffic, signed in Vienna on November 8, 1968, or the Convention on Road Traffic, signed in Geneva on September 19, 1949: A foreigner holding a driving license issued in such a country can use it in Poland for a period of 6 months from the date of commencing permanent or temporary residence. After this period, to legally drive in Poland, they are obliged to exchange their foreign driving license for a Polish document. Driving license issued in a country that is not a party to any of the above Conventions: In this case, the document is considered not compliant with the international model. To obtain driving entitlements in Poland, it is necessary to obtain a Driver Candidate Profile (PKK) and then pass the state theoretical and practical exams at the Provincial Road Traffic Center (WORD).
It’s important to note that ignoring the obligation to exchange a driving license after the specified period may lead to legal consequences under road traffic regulations.
Key documents and procedure
The process of exchanging a driving license requires gathering specific documents and submitting an application to the appropriate communication department (starostwo powiatowe or city/district office, depending on the place of residence). Basic documents include, but are not limited to:
Application for driving license exchange.
Photocopy of the foreign driving license (original for inspection).
Sworn translation of the foreign driving license into Polish (if required – performed by a sworn translator listed by the Polish Ministry of Justice).
Medical certificate confirming no health contraindications for driving.
Current, color photograph (35×45 mm).
Photocopy of the residence card, visa, or other document confirming the right of residence in Poland (and residence in Poland for at least 185 days in a calendar year for certain documents).
Proof of payment for the driving license issuance.
It’s worth noting that in some situations, the office may require additional documents or confirmations, e.g., confirmation of the authenticity of the foreign driving license by the consulate, which may extend the procedure. After the Polish driving license is issued, the foreign document will be returned to the issuing authority.
